Speed Racer 2000 (1997)

Accidentaly transported to the future when trying to out-run a tornado, Speed discovers that a merciless dictator rules the world. Armed with the knowledge of how to time travel, the Mach 5 is converted into a time machine and Speed sets out to find an artifact that will drastically change the world for the better.
